I'm not sure what edition of Windows 8.1 to get, I would like a 64 bit version, but I don't want Microsoft Office installed on it (Word, excel, etc.) I would like it on a disc too if possible.

Drop the watercooler since you're using a locked processor and the stock Intel cooler is actually really quiet, otherwise it's fine. If it were something you were going to build now I'd recommend Haswell instead of Skylake since it's cheaper and nearly identical in performance, but when you get around to building it socket 1150 mobos are probably going to be phased out so w/e.
EDIT: You could probably replace the WD Black with a Hitachi 7K3000; same size, half the price: http://pcpartpicker.com/part/hitachi-internal-hard-drive-hua723030ala640
It's not as fast, but it's still a 7200RPM drive and she'll already have a big SSD.

also they made the caps for the fukushima reactors which also had issues
