why not just reinstall

literally any windows 7, or 8 key will work for windows 10, see if you have an old laptop laying around with a key on the bottom

its just going to be slower if you transfer your current stuff

also use diskpart for partitions that wont resize in the ui

Reinstalling is the best option. You can use ProduKey to recover your current Windows activation key. The key will be good for the exact version of windows you are currently running (if you had windows 8 and upgraded to 10, a new key for windows 10 was generated for you and is the one you'll get from this).

Some of the questions have been answered:
Has a wireless mouse, no keyboard (used a laptop).
Wants a decent monitor, doesn't care about the rest of the peripherals.
Does not have a transferable copy of Windows.
Laptop HDD appears to not be easily accessible, so a new HDD should work better.
Doesn't need an optical drive.
Okay, with all this in mind, I think this build should do the trick. I've narrowed down the price by removing the mouse and speakers. I also lowered the amount of RAM down to 8 gigs (I find that it's not really necessary to have 16, and it can be upgraded later if it is necessary).

On top of that, I added in a CPU cooler which should keep things cooler and quieter than with just the stock cooler. This build has pretty much everything they require, I'm pretty sure, unless they want a different monitor. It's also almost 80 dollars under budget, so they can get whatever other accessories that they want to go along with it.

honestly i don't know what's of best quality or what might be unnecessary / overpriced (a friend put most of this list together for me), so if there are any cheaper but similar quality parts that anyone recommends, that'd be cool as hell

i think the case, 16gb ram and i7 are things i'm most trying to keep. i'm aiming for $1000-$1200 so this price tag is just about my upper limit

This tbh. If you can, try going for a Corsair Carbide 100R ATX case which is around 30 bucks iirc, and go with an 80+ bronze or silver PSU and try to squeeze in a GTX 1070.

Makes me think I need to get more than 24GB's of quad channel.  It's fast memory but I may just not have enough capacity for even one adobe product...

i regularly go over 8gb and i dont even do heavy editing

16GB is the perfect amount for gaming comfortably at high settings.  Maybe some seriously heavy games Cities: Skylines (with the amount of mods/assets you can get) would benefit from more than that.

I used to have just 8GB but playing that damn game always forced windows to use page files and it got stuttery. so you know wtf I did? I bought two more 8GB sticks. now I can play just cause 3 just fine and I don't even have to close any of my million browser tabs

I found a pretty darn good sale on a prebuilt in case anyone is interested (as in: doesnt want to build a PC for some reason and is ready to get one within the next couple days). It's $900 (sale is only 4 days), after that may as well build the setup yourself.
