How do I find the speed of my RAM on my laptop?

If it's not displayed in the BIOS (which it should on any computer,) you might be able to find out using a program like Speccy, or by just opening the compartment for RAM and reading the label.

For my HTPC, should I get a HD5450 or HD6450? (£20 vs £26)

well buy a download a new CPU and more RAM and you'll do fine

I'm still having the issue with my PC freezing while downloading games. I've tried every solution I could find for the issue and Steam support hasn't responded to my ticket in over a week. I really need help, guys.

I've been having a major problem recently. When downloading large games off Steam (5GB +) my PC will completely (sound + graphics output incl.) freeze and a hard restart is required. This freeze will ALWAYS occur at 15% download progress no matter how large the game I'm downloading is, my PC will download the files fine once I restart but the installation will always be broken. Since that post was made I've downloaded a single 25GB file over torrent, downloaded 15GB of data in split 700MB archives through my browser, Extracted all 15GB at once, installed 2 7GB+ games on Origin and downloaded several updates for my games through Steam without any issues whatsoever. I really need help with this issue, I can't install anything new on Steam :(

Would I be able to run a game if I have 2.8 GB Ram and the specifications say 4GB Minimum, It seems like I can but if I don't have enough ram I guess it would run like a slideshow. Can anyone fill me in on some details?

if you don't meet the minimum specs, and especially if you are more that 1 gb below, you're gonna have a bad time.

Close every process that is not necessary for the game to run, and you might be able to get by.

some games don't even launch when they detect the system doesn't have enough ram

For my HTPC, should I get a GT210, HD5450 or HD6450? (Prices are like £18, £20, £26)
Dunno if I'm late or not, but what kind of processor are you planning to get? All Intel processors and AMD's APU's (A-series) already have integrated graphics, good enough for HD video playback.
