Wouldn't it be better to cut back on some of the other parts so he can get an i5-series CPU? I've heard that the i3 is really not suited for gaming.
It depends on your use case. It won't matter much in games, as most games are either singlethreaded or optimized for 4 core systems. i5s have 4 cores and 4 threads, and i3s have 2 cores and 4 threads due to hyperthreading. Theoretically, the i3 performs worse at similar clockrates, but you'd be hard pressed to find the difference.

An i3-4130 and R9 280 will outperform an i5-4590 and r9 270 in at least 90% of games

i have a nvidia geforce 8600GT and i play games fine (like TF2, roblox, Need for speed world and moar)
why are they raging about my gpu being "stuffty"
(i play roblox because blockland makes my internet crash when i play online)

edit: i tried nfs world and it was really smooth with the high graphics
i tried blockland and i could play with high shaders without getting less than 30 FPS

your GPU is the next best thing to a PCI GPU

my computer's specs
OS:windows 7 pro
RAM: 2GB DDR2
CPU: AMD Athlon 64 X2 dual Core Processor 5000+ 2.6 Ghz
GPU: Nvidia Geforce 8600GT

why not get an i5 if you have that money

EDIT:
1. AMD mobo, apparently Intel + AMD = bad
2. The listed CPU is a CPU that I like and have in my current rig

That list was really just a test list, I have the same CPU and Mobo on there. I just put on some of the stuff I have because I was overwhelmed with choices.

I don't think an Intel processor is going to fit in an AMD motherboard.

This is probably a really bad build, isn't it?

You are really skimping on the CPU, like blockguy said.

Also 1000W power supply?

A 550W would do you fine. Unless you plan to Crossfire those 760s, but even then, you don't need 1000W.

Getting a different motherboard is always an option.

So tell me how my computer will run games: http://pcpartpicker.com/p/JZ9vdC

Not the best GPU, don't even say it

The GPU could be better.
had to

No WTF

That's not even close to okay. Ever. This is a joke right?

No. It's what I have right now, but until I get the OS I can't test anything out
