No, if you are on a budget which will not allow for an Intel CPU then get the FX-4350. You don't need 8 cores and the first generation (X1XX) series of FX processors were universally panned for their poor performance if I remember correctly

i kinda want a surface.
but the "good" ones cost way way to much vs the hardware they have.
i like the netbook style of being a tablet, but it should not be the price of a full on laptop.

as far as ive heard the os is an actual computer windows version rather than a tablet version of windows. you can install actual pc applications on it rather than tablet applications similar to that of android. it has a detachable keyboard and is almost half the price of surface 2

All "Pro" Windows tablets run full versions of Windows. The only ones you really want to avoid are the "RT" tablets, which only run the tablet applications.

this model is the best windows version in its price range. the closest one is android run, i dunno how i feel about that. if tablet android is like phone android then i dont like it for laptop use.

mostly streaming media and word proccessing. no games really.

You could do well with the i3 version of the surface. Even though the storage is lacking and 4gb of ram isn't optimal for windows, the i3 throttles way less hard than the i5 and keeps cooler. I think someone also said that it has a better graphics than the i5 but i haven't checked if that's true.
