I'm not 100% sure on this yet but I think I might have a budget of $750, that's after removing $250 for the monitor and keyboard and mouse that I have to get

so what is the best I can do for $750?? I looked on Logical Increments for a general idea, but I am like 85% sure I saw someone say that the Logical Increments builds are bad

Yes, so long as it's the same socket type, it should be fine.

only if the socket is compatible. You cant put an AMD into an LGA1155 socket, and you cant put a LGA1155 into a LGA1150 socket, as an example.

I currently have a GTX 460, in the future, I intend to buy a GTX 760. Would the PSU and everything be enough to support that without making any other changes to the parts? I am positive the compability is fine with the Mobo (Just that PCIe2.0 instead of 3.0 ohwell) but what about the PSU? Would the PSU be enough? Googling says 500W is Min. Recommended PSU, but that is in particular PCs; with whatever parts I have, would that be enough?
Chieftec is a rather well-known PSU manufactuer, and that model is decent enough. It should be able to handle a 760 with no issues. Voltage output is a bit noisy on high loads, but you'll never push it that hard anyway.

Wow, this build I'm doing at the moment has been a bit of an adventure. I recieved all of the parts, assembled it, and got ready for a test run... which ended up with the computer starting for 1.5 seconds (no POST at all) and then shutting down, automatically repeating the process over and over until unplugged or the PSU was turned off. After checking all installations and wires, I determined nothing was wrong hardware-wise. After a bit of research, though, my brother and I figured out the issue. And it turned out to be rather annoying.

I bought the GIGABYTE Z87M-D3H and the Intel i5 4460, a motherboard and CPU which are 100% compatible. No issues, I thought. Except for the fact that the mobo shipped with an outdated BIOS, a BIOS that just so happens to not support Haswell Refreshed CPUs/Z97 chipsets. Unfortunately, my i5 is just that. So, in order to update the BIOS, I need a pre-refresh CPU to drop in temporarily to flash the BIOS. I went to Micro Center to see if they could do this for me, but they didn't have any Z87 CPUs they could use to do it with. So, I've now broken down and bought a SECOND CPU (Celeron G1820) to temporarily drop in to update my BIOS. That's $45 for 5 minutes of use, just to flash a BIOS.

It's the launch of the X99 chipset (DDR4 ram) and new Haswell-E processors
I dunno bisjac, the cpus will be just fine but ddr4 is looking to forget over early adopters because of prohibitive costs. 3200mhz for cas15 isn't that far off from ddr3, So I wouldn't let yourself get carried up by the hype, especially considering it's twice as expensive... I'll wait for ddr4 to filter down into the consumer chipsets, prices will drop

I guess the sarcastic tone in my post wasn't clear enough for everyone to grasp.

who gives a stuff about ddr4. you just have to have it with the chipset.
