No one roleplays in city RPGs it's just one big deathmatch. How about drugs like steroids that just increase your melee attack damage. Or beer that increases your health. Speed which increases your speed. Etc, etc, etc, etc.

That's the point. If drugs have benefits, people are going to use them.

If they aren't roleplaying you ban them for 2 minutes! End of problem.
