It looks like it might be something with the computers software or hardware, since the menu for the monitor settings is still the right color.
I tried a different monitor for it, works fine.




Uh oh, I just realized that the green screen is rare, I think you need to you know repair the things INSIDE of the computer

Someone probably messed with the graphic card/window's colour settings, seeing as how it isn't affecting the monitor's control panel.

Check the ATI/Nvidia/Intel control panel if the computer has it installed.

You probably should check the settings anyways. Nvidia's control panel saves the colour settings on a per-monitor basis, and if you plug in a new one it it'll use the default settings. So if you set one to be green and you plug another one in the new one won't be green.

I think it uses intel graphics. With no intel controllrr

Is it a CRT or LCD?
Have you tried the monitor on a different computer? Results?

Check if it's high contrast being active?

alt-Lshift-printscreen should bring up a window to see
