That's likely because it's a mobile device, and Roblox is an unoptimized clusterforget. Trying to run physics on large amounts of objects is hard enough, but because of the iPad being smaller and less powerful than more expensive fullsized computers, it would be disabled.

They're hosting tons of servers. They have to make money somehow.

Roblox IS free to play. You do not need to pay money to join and play 99.9% of servers. Most BC only games have NBC versions, so you aren't missing out on much.
