Is flooding a addon? I know how to download stuff like airliner, pullray and pills....

Water isn't an add-on, it came with Blockland and can be accessed via the Mission Editor. Goto http://blockland.us/ then scroll down you should see Blockland Mission Editor or what ever its called, download that read the readme and install it, while in game press F11 then F4 then click on Mission objects then click Environment then hit Water. The Rest figure out yourself.
