GTA IV error

After downloading TBOGT for gta iv on my pc I didn't get a key yet.
And it says whenever i boot up gta iv
"Game activation key currently unavailable. It may take 30 seconds for the key to become available. Would you like to retry?"
What do I do to fix it?

whenever i press Esc or No on the error thing it gets me back to the main menu where iv and the episodes are selected.
I selected tbogt but it just comes up in GFWL with a download again or cancel option (x)

How exactly did you obtain the game, like where?

Windows Live is messing up like this on many games.

Launch GTA IV to sign in automaticaly  and then immediately "Sign Out" 
Press "Home" key - to acess the GFWL Guide > Select Sign In > Select "Sign in with another account ">Enter your WLID Email and Password without checking any options Remember my profile, Remember my password, Auto Sign in. After this should resolve the issue.

For gta iv bought it on steam.
Made a club (or whatever thing its called) account so i can play the game.
Clicked play.
I made a GFWL account.
I then used my microsoft account so I can then proceed to a live account.
Then went to the live market place for addons for gta iv pc.
payed for tbogt using paypal
Downloaded
then this stuff happens.

Also how do I know if I have a WL account?
Is that the kind of account you use to sign into windows 8?

Always buy DLC and Addons for steam games ON STEAM.
