If you have no mods, it's obvious that there is no outside source messing with your files.
In that case, there must be a problem with your vanilla game.

That is actually a pretty funny idea, a whole BL mod for Starbound.

I feel like if you looked at it from the starbound perspective, it would not really show an outline.

Looks like it's not going well
The item in the game can be crafted, the icon is there, and so is the description
BUT it does not work as a tech item. It's just an item.
