Just because someone has replayed the game doesn't mean it has replay value. And I sort of enjoyed my first playthrough on Upbeat Giraffe, but it felt empty and repetitive. Mine ore, make the next tier of identical items, visit differently-colored planet with differently-colored ore, repeat a couple times. How can replaying be any better? The only high points were the bosses, which are few and far between, spaced with filler, and they're the same every time.

both very much affect a persons view on a game and whether its seen as a bad game or not

Saying something has no replay value because you don't want to replay it doesn't really make any sense.

Replay value is literally how much people want to play the game again after beating it

Starbound's content ends in a few hours of raw gameplay. After you've seen everything, there's no reason to look for procedural generated content because you've already seen it all after seeing all the different world types

the developers, instead of developing raw gameplay, keep stuffing in empty content like collect-a-thon garbage and pointless, roundabout quests for the sake of quests

there's no meaningful content inbetween all the filler and it ends up being a good experience until you run out of things to see

I'm not denying that there isn't that much content in the game, but one person can't generalize for the entire playerbase in saying that there is no replay value.
