Help BubbaGum install Java because (s)he is a dummy

I'm trying to download Java Version 7 Update 15 and when I click download then open it, it says "Are you sure you want to let this program make changes to your computer" and then I said yes and then it just doesn't do anything. I'm not all that good with computers so I just need to know whats going on because some of you people know about this stuff. Thank you
By the way I have Windows 8 okay and no, there is nothing I can do about that so dont suggest I go get windows 7 or something
