How the hell else would somebody use your internet? You either let them, or you didn't have decent security on your wifi.

i really don't see the problem with this unless your ISP is on crack and implements it incorrectly or something

if it's just to prevent illegal activity, whatever, you know? as long as they don't go too far with it. (eg "you downloaded this picture of mickey mouse so we're going to make your download speed 1.5Mbps k")

Are you like a pro-pirate or something? If you don't do anything wrong nothing will happen. If you pirated in the past that won't count. What counts is the stuff you do after they establish it on your ISP.
