Jail mod for RP's

---Suggested Features---
*Self Delete doesn't release from prison
*Host is Cop
*Host can appoint others to be deputies
*If all cops are gone a temporary cop/deputy is appointed until an official one comes back (dedicated server only)
*Special Spawn
*Events that can release
*Preferences for offense times (or unlimited time)

This can all be done with Slayer.
