Open up the NVIDIA Control Panel
Go to "Manage 3D Settings"
Under the "Global Settings" tab set "Tripple Buffering" to On.
Click Apply

If you have Intel or AMD disregard anything I have said.

You have to have Vsync enabled in the NVIDIA Control Panel for Triple Buffering to work.
If enabling it for blockland.exe doesn't work, force it globally.

Doesn't blockland have a really crappy vsync?

Has to do with monitor.

Shouldn't be uncommon for FRAPS to cause that kind of tearing that's invisible later anyway.  I wouldn't worry.

Don't enable the Blockland Vsync. That won't work.

2. 3d settings
3. blockland.exe
4. I enable vsync in there.

Yes, but:
