How do you do the crayon effect?

It's actually colored pencil~ I've been playing around with it these past few months and I've been trying to get the effect that things like Mario and Luigi's Dream Team have and like Yoshi's Island methinks

So here is the character design for the mayor in the comic I'm working on
But there's two things! I don't have a name and I don't have a color scheme!

Have a different color scheme you'd prefer? Feel free to use the template and PM me! Have a name? Post it down! Whoever names the guy can also put in a villager from the Animal Crossing series they like in (if i don't already intend on doing so) and if they want their own character (if it's fine with them/if they have one that i'd like to see)

I'll set up a poll later on so people can vote on the colors of the guy!
