X and Y values change when in third person. When looking up, the crosshair would have to literally move up with you. Which if
you knew anything it's impossible with this game, don't tell me no. If it were so simple to implement a third-person crosshair by your expression of the word "no" this would had been done already years ago.

When you look up or down, does it mess it up in anyway?
No. Looking up and down stays consistent.
I'm willing to bet that someone could whip up an edited version using the same camera positions where when you hold down the jet button (I forget what the function is called) it switches to the ironsights view, instead of having to equip a weapon to do so.
Actually that's not a bad idea.
How does it look with the rocket launcher?
It sucks. I recommended using the RPG or something smaller. The RPG at least has a centered scope on top and is much skinnier.
