The United States and Japan have agreed to allow them to fire the missile into the waters away from any country.  If they do, however, fire it in the direction of the US or allies we will shoot it down.

I'm also pretty sure that there was a moment in WWII whenever Operation Barbarossa was going on, some of the men froze to death in the Russian winter and the tank's engines froze as well.
That happened on all sides in the War. Even American and British tanks in the Arden had to be kept running otherwise the engine would freeze. However the Russian winter over on the eastern front was far worse than what was encountered in Luxemburg.

It wasn't the engines freezing, it was the oil becoming thick/frozen sludgy and the engines not being properly lubricated thus resulting in extreme oil pressures and the engines exploding.
