Why is it doing this?

Even my anti virus is disabled

Did I mess with some boot settings or something?

nope only thing I ran was gta then I force shut down my computer then everything was disabled

It could run on restart. Try to think of anything you downloaded recently, if you can't think of anything, check the downloads folder for anything suspicious.

Well I found something called ntuser.dat.LOG1 that was last edited today.

Could this be something?

You should not even be able access the Documents and settings files, unless you have manually altered the security on the foldr. Under default, the folder is even invisible. To enter that folder and change anything could be damaging to your personal files.

Try to install a program via a Memory Stick, like malwarebytes.

can you open the control panel and remove the current one?

btw install it on safemode if you uninstall the current one

If MBAM doesn't work under Safe Mode, try a Dr. Web LiveCD instead.
