Zenith is horrified at the near war, citizens are encouraged to join the military, sniper rifles and pistols are distributed to citizens for partisan defense if necessary, more tanks are built, larger armour piercing shells are being researched, more missiles are made. Research for larger yield conventional explosives are being researched. Long objects to be dropped onto precise targets from orbit are being researched. Defcon is lowered to 4. Boarders are made more secure.

Nah, Zenith citizen guns are enabled with a sort of lock that requires a code to unlock, the code to unlock is sent by the government, in case of invasion. This makes the high powered guns only for homeland defense in a desperate situation.

Regular guns are too, but each gun has a separate code, when a crime is being committed with a gun, the government can set the lock. (Monitored by a massive team at security cameras on the street, shops, etc)
