Depends on the PC. If it's one of the cheaper-gpu ones from like five years ago, then it could be true. But today's graphics cards are equal or better than the upcoming generation consoles. If they aren't already, they will be soon.

In normal consumerism, yes. For the actual gamer, no. Not everyone can build a computer or  buy a high end (for financial reasons or whatever). The statement is rushing the gun.

The size of a console alone makes that statement impossible. There is no way they could fit that much power into that small of a container.

I really doubt this, as while the cpu will be 8 cores that are most likely faster than the previous gen (3.2 or so ghz), aren't both of the gpus integrated into the processor?  While the PS4 will be really nice for a console as the PS3 was back when it was released, the XBOne doesn't seem like it's going to be as great.  Plus, the XBOne uses DirectX on an x86 while the PS4 will most likely be based upon OpenGL ES and proprietary libraries (If the ps3 is anything to go by), so PS4 most likely isn't going to cross compile like XBOne possibly could.
