I've tried xpadder with tf2 and it gave me that issue
i don't know why i didn't realise it last post, but the point of those programs is to translate certain controller actions to defined key presses/mouse actions/etc.
so this will always happen. if the game in question has gamepad support, you should be fine simply using DS3 tool's xbox controller emulation. the game will recognize it and use it with no problems.
blockland, of course, doesn't have the kind of gamepad support you want. so the answer is "yes, but you won't be happy with it."
