Only in the newer games. In the old games he was actually a good character. If you go back far enough he didn't talk at all!

He does in an easter egg in one of the first games where if you leave the game idle too long, Sonic gets tired of waiting around and says "I'm outta here!" and leaps off screen causing a game over

That was in Sonic CD. That was for the Sega CD. I was referencing the Genesis games.

anyways the level style looks like they were aiming for a classic feel but those bosses/enemies just look absolutely dumb

I kinda had a little hope left that there would be a good game after Sonic Generations. That is all gone now.
