First, run it as Administrator. Then, you should be able to enable "Show Viewport Caption" and set everything to be the way you want it. Then go to File > Preferences and make sure "Save Viewport Config" is checked. Then click "Ok". Then just close the program by clicking the x at the top. Next time you open it, all of your setting should be exactly the same.

I understand that you say that, but given that it still doesn't work, I want to make sure you do it again, in case you missed a step.

It forgets with my settings a bit and it doesn't show the inner squares of the larger squares on the grid for the wireframe ones when I open it, still.
