Somewhere in the MC files is the player skin sheet. Open it in MS paint and enjoy.

download the default skin
http://minecraft.net/images/char.png
then open it in paint or some other image editing thingy and edit it

you can also use certain websites if you want to be able to preview the skin while you're making it but i haven't really used any before so i can't suggest one

Do not use paint.

Paint does not support transparency. Open it in GIMP or Paint.NET.
