Yes, some of them do involve two men, and those images would be considered gay. When there's a single male in the picture, it's not "gay", it's just a picture with a male. Calling pictures like that "gay" is the same as calling pictures with single females in them "lesbian".

A picture is "gay" solely when it involves male to male activity, and the same goes for every other loveuality.
