Nop, because tails vary from species to species.

Generally though, the top of the tail starts at where the belly button is if it was behind. the bottom of the tail can be from the bottom of the crotch or the middle of the butt. As for length, I usually do 2-3 thigh lengths minus a 1/3 for each thigh added.
