There's a line where it looks okay and doesn't. This one is on the edge, but the thing is, hair isn't a solid block either. You can see through it if there's enough part or it's not dense with hair. Also it's a way to be able to show more emotion with characters with long hair, so you're not obscuring the eyebrows, which tends to show a lot of a person's emotions.
