Canada's law just says "a person who is or is depicted as being under the age of eighteen years" so it's pretty broad

Whereas the US's explicitly states "Visual depictions include photographs, videos, digital or computer generated images indistinguishable from an actual minor, and images created, adapted, or modified, but appear to depict an identifiable, actual minor."

The closest the US has came to making it illegal would be Child research Prevention Act of 1996, but it was struck down because "the CPPA prohibits speech that records no crime and creates no victims by its production"
