I've never seen it before, and every time I click on it,  to open whatever window it corresponds to, nothing comes up
the very limited information I have about it makes it really hard to google it

looks like a game crosshair. My complete guess based on this is that it's probably some game program like GameSpy that didn't install properly and won't open. Probably got it from a site like cnet that installs a bunch of useless stuff on your computer when you want to download one file

I edited the picture you uploaded to only be the icon and then uploaded that to Google Image's image search and it came up with a program called Hotkey.

yeah apparently it was fujitsu's hotkey whatever
no clue why it was never there, before, or why it showed up this morning

at least I knew what to look for in the task manager
you'd think they would use the fujitsu logo or something for that, tho
