When you're in a town with someone you don't know, use the best friends menu and tap the person you don't know. This sends a friend request and they have to send you one too.

i dont think that automatically adds friends to your 3ds friendlist though
which hiiro was wondering if there was a function that did that
but yeah the best friends list is a neato beano thing
i really wish that you could just do this off the 3ds friendlist though, it'd be more ideal than just forcibly using swapnote, which is nice and all but not as immediate

No it does add people to your friends list on the main menu if you don't know the person who's name you tapped. I did it earlier.
