Maybe the new character is actually Mr. Saturn rather than Ness.

I think you're trying a bit too hard to find a new character, it's literally just a puff of smoke, most likely from the capsule bouncing off the plane.

Plus, if you look at Sakurai's post on Miiverse it's pretty obvious he's just showing off the new look of the capsule item.

It was in jest. I even named the topic "ARG SOLVED" after I found that puff of smoke. Although, it does look sort of like a Mr. Saturn's silhouette if you try to see it that way.
