I'm thinking something that shoots green pong projectiles/binary code (or whatever colour really, but green is best for binary)

once hit with the blaster, the target will slowly lose health OR be flung across the map.
the blaster would be pixelated to give it a digital feeling

The biorifle on RTB is pretty similar. It fires a green projectile and makes neat 8-bit sounds to boot. The only thing it lacks is a pixellated model.
