No.
You get those for every $10 you spend during the Sale, aswell as for every 3 Votes on the Community Choice deal, assuming your Steam Profile is at Level 5.
If you reach Level 5 during the Sale, you'll recieve of backlog of cards depending on how many times you have voted in the sale.
And also, for some time prior to the sale, I think Steam was giving people Mystery Cards or something whenever they completed a Card Collection and crafted a Game Badge, and all of those were converted into Summer Sale Cards now that the Sale is on.
If you craft any other Game Badges (from getting all cards for a game) then you'll also recieve a Summer Card.
Then the only other 2 ways to get the cards are through Trading with other people, or by Purchasing them on the Steam Market from someone else selling theirs.
On that whole note, I got my first Steam Card.
