The next morning, chief of St. Mary PD and the leader of California's NOOSE team come out and make a speech, guarded and completely surrounded by NOOSE and SMPD officers.
"We will NOT let these recent acts stand, riots, bombings, shootings, casualties of law enforcement.. We are closing off and blocking districts. From now one we will have 4 districts, each road leading into those districts will be blocked off, and they will have their own sewer systems for now. We will not underestimate the enemy, that is why we made our own sewer systems going into different areas but into other districts. The only way to access a district is to use the main road and go through a checkpoint where you will be; Checking your identity cards and making sure they're real, being searched for weapons, and your vehicle will be checked. After that, if everything checks out right, you will be allowed to go." The SMPD Chief steps up while the NOOSE one steps down. "Now, one big question; "But sir, won't that cause massive traffic jams? Well, we will have two other "Side-roads" that will be near the main road, but they have pretty much the same things as the main road. And, unlike normal checkpoints, we will have the checkpoints guarded by SMPD and NOOSE. Thank you for your time. Also, this is only for a limited time, not forever, once the threats are gone, we will re-open the roads." The leaders then step down and go back inside. The NOOSE and SMPD guards go onto their standard routine.
