halo being moved to console exclusive was done to give the 360 an exclusive title, plenty of people were upset by no halo 3 for pc (most likely a move done by microsoft as well, bungie was basically their bitch).  at this point i'm confident there'll be a PC version of GTA5, besides Rockstar can't ignore the platform that helped them start.

I'm really looking forward to GTA V, I am mainly wanting it since you can play so many sports within the game and do so many other activities as well.
