But I do feel that we should not punish Atsnia.  Yes, it did act in aggression, but there are no articles in the Pact's Articles that discourage such actions.  However, I do think that the Pact's Articles should be altered so that any such actions in future that are not sanctioned by the majority of the Pact should be punished in some form.

I agree with Plethora.  If anything, I think we should highly encourage Atsnia to give a minor monetary gift just to help repair civilian amenities.  And we definitely need to revise the articles to cover something like this.
