I do too, but unfortunately it is not possible.
Even a detector that auto-bans for saving is not possible.
This is because saving is client-sided and cannot be altered by server mods.

When saving bricks, your client sends a request to the server to get event and other info it can't get client sided, it does it with client and server cmds.
It will not save bricks until it gets this info.

So yes, you can make an anti saving system. (to an extent)
Badspot does not approve of this however, and will probably fail bin it if someone makes a public one.

This is because saving is client-sided and cannot be altered by server mods.
