Maryland claims Nevada as a territory and transports most of it's civilians into the area via plane trips. Special Forces are placed into cities around the country and about half of the Army is placed 5 miles away from it's borders. Another quarter is placed into the capital and the remaining forces are with the civilians in Nevada.
