Well kinda.  I guess you could call them ranks, but they're levels (Just numerical, no names) that you have in a skillsets.  And with each level, you unlock a new skill/ability which can allow you to do more stuff.

There's currently a max of 2 Skillsets you can have progressed on at one time, to limit over-powered-ness. Vote in the poll!
