I had the exact same problem recently.

What kind of graphics card do you use?

Make sure it has that its power supply is hooked up.

Could be a range of things. RAM or cpu is not seated properly/ RAM and or CPU and or Motherboard is faulty.

It's not a rapid beep. And I've already tried to clean it out. Still nothing.
try reseating the ram/cpu/gpu, maybe a component isn't in there all the way?

replug EVERYTHING

start with the main components, the CPU, then RAM and GPU and everything else.

then check all plugs and cables if they're in the right places.

Sounds more like the fan is scratching than a beep.

Read up on your Mobo's manual, it will tell you more specific reasons for each beep.

Then go through the list of things that the manual tells you could be causing the issue, and make sure everything is done correctly.

Ok guys I'm gonna be honest. I was trying to up my ram. So I watched a video of how to. So stupidly I messed with stuff in bios that I didn't know what I was doing. Does that help?

it sounds like something is rubbing against something else

This usually happens when you have no RAM in the slot or it's damaged/broken. I doubt it's overheating or the CPU.

Good job burning out your RAM. Take them out, use any back up RAM sticks you have around the house, if it boots up then say adios to your RAM modules.

Were you trying to make it faster? Increase the amount?

Reset your bios by pulling out the battery and unplugging your PC for a few seconds.

I've never experienced a motherboard where this was necessary

Tried all this. Still nothing.
