He clearly can't get a legal source of income, and aside from the obvious problem of circumventing child labor laws by him soliciting jobs that pay under-the-table from neighbors, his parents are legally required to purchase him what he needs. If he says "Mom, I need food!" and she replies "No, pefu, you don't get food" that is not acceptable regardless of the irrelevancy concerning his physical ability to purchase food.
