Both or just Airland battle.
Airland battle has a (somewhat) better AI than EE so you can play proper skirmishes , you don't have to unlock all of the loving units like in EE , far bigger nation / unit variety , loving JET PLANES and even better graphics.
It also comes with a Coop-campaign but I don't really like it that much since it's basically 20 minute skirmishes against AI with a twist and pre-defined decks. The campaign is one of these non-linear risk-like-map ones.
However Wargame European Escalation is totally worth getting for just 5 (!) bucks. It has a more "linear" campaign than Airland battle but lacks a good tutorial and it can be a pain in the ass because you have to unlock units for the campaign / multiplayer to play properly.
However the campaign in EE has far more tactical depth than the missions in Airland battle because of the general lack of units and general advantage of your enemy.
The game is also slower than Airland Battle in terms of gameplay because you get less ressources , there are no jets that can bomb your stuff to death and because the maps are more open.
Whether that's bad or not depends on your opinion.
But I have the overall feeling that Wargame EE is far more balanced than Wargame Airland Battle when it comes to deck building ... if you have all the units unlocked.
