You can give one guy access to specific games, but as long as you are offline.If you log in, they only get a few minutes to save and quit or buy the game themselves.
i think what it means is someone can play any game in your library and you can be online, although if they are playing a game of yours, you cannot access your library (without kicking out the other guy, i think)

As far as I know, yes. You can be online and use Steam, just not play any games while another person is playing one of your games.
