Aaaah, there is a grammatical error in the OP!
You probably don't care about grammar, but I really do, so forgive me for rambling. (Also, for every grammar aficionado out there, I am aware of the fact that my grammar is a bit stinky, too)
-Observing your surrounding will not be affected by the die
-Talking to players will not be affected by the die
Certain events can affect your next roll
-If a certain action has an effectiveness on (this is strange wording, by the way. "If a certain action affects..." would have been better) a body part, then any action requiring that body part will be affected (Tim's arms are broken, -3 to any action used by his arms)
"Effect" is almost always a noun. The only time you use it as a verb is when you're talking about bringing out something or accomplishing (e.g., "I hope that by lecturing you, I will effect improvement to your grammatical skills." It's not a good sentence, I know. I admit that I rarely use "effect" in this sense). "Affect," on the other hand, is generally a verb, except for when you want to talk about someone's outward expression in psychology.
