No, probably not. When you run dedicated, that's usually what it does. The "Black box" runs the mission and then the box just sits there like usual, because it's now dedicated.
Just let it run, and if you doubt it's working, just open the game and search for servers. For dedicated to work, you also MUST have ports forwarded properly if you are behind a router, otherwise, nobody is going to see your server.
