This happens at like, 1-2 AM.
Imagine being a little boy staying up past your beddy-byes time to watch some good ol' cartoons.
THEN THIS THING COMES ON OUT OF NOWHERE.
AND IT'S SO LOUD.

unlike many of you gaijin, i know what really happened that day. it was a tale of epic proportions un matched by any western story every written (or western game movie or book or comic or animation). it was a typical day practicing my epic sword skills in my house (aka dojo) when i heard the skys call me name. i knew it was time 2 go, the destiny of the ages called 4 me. i put on my kimono (cool japanese clothes) so i blended in with the japanese people. i ran outside and  rushed off 2 face the will of the gods themselfs

many years later and i still hear people talking about the earthquake. but i smirk at there ignorance "he he he, a earthquake>???? that was just ME cuttin the ground in half with my katana".

the news probably said the tsunami came from the earth quake but no, the earth quake was me CUTTING the tsunami in half with nodachi + katana and wakazashi in mouth. the panic was caused after i alerted the towns people that the tsunami was coming "mina san!! run!!!" (it means everyone run in japanese i studyed for 10 years i think i was secretly japanese XD). every1 ran away, but one man, me, looked forward.

mustering the strength of 1000 true hearts i jump into the air and do a tripole flip and CUT the tsunami in half. i knew i saved all the great people of japan (nippon) that day. but i walked back in silence, and nobody saw the 1000 foot wave that fell to my hands. the damage was great, but only a fraction of the destruction that it wouldve been. many people talk of my legend, but the savior of japan bares no name. just know, glorious nipponjin samas, that a hero is always there 2 protect you. a hero with the samurai heart

So I seriously don't understand what OP is complaining about here. Loud sirens? EAS? What?

Well, yeah. They're effective, they deliver the message quickly and efficiently, they're loud enough to be heard over other noises, and they cover large areas.

Like, what are you expecting? A police officer to calmly wake you up by nudging your shoulder and say "it's time to go safe safe now x3"?

i think historically japan is just much more 'aware'/'used to' natural hazards than the US

EAS is meant to be very distinctive and loud. It's distinctive so you automatically draw your attention to the message that follows, it's loud so that everyone in the house can hear it. It's very effective at captivating the attention of everyone nearby, that's how it's meant to work.

Yeah, it can be unnerving, but it gets the job done. There's nothing panic inducing about EAS. It's instructions and descriptions are extremely brief and precise. That way, there's less confusion, and confusion is what creates panic.

Don't believe me? Compare this Japanese alert and this American alert and tell me the difference. To be fair, the storm alert was in an area not readily prepared for heavy thunderstorms or hail. In situations where the roofs may be lackluster due to the actual lack of storms in the area, hail can be very damaging, and the one you linked from America isn't even panicky at all.

The second thing is we panic more when there are things like earthquakes and other weather hazards happen. However, in Japan, they are prepared. During March the 13th, 2011, a place in Japan had a Tsunami wall and sirens, and knew exactly what do in case of the emergency. Yeah, well, you know what? It took them a long time to recover and they lost a lot of deaths. A tsunami is much different from the storms here in america. we never get tsunamis. We never get extreme weather events, whereas Japan is hit by them fairly regularly. When Katrina hit, it did almost the same damage as the giant tsunami, and because we had never had a hurricane as bad in so long, we weren't prepared. Do you not do research or are you just dumb?

Why isn't America more calm like this? I think it's unnecessary to have VOL [||||||||||||||||] - 100 noises  almost causing us to crash on the highway because of an AMBER ALERT. Well to be fair, a kidnapping is a serious, serious crime. In some cases, it leads to rape, murder, and attacking and it in extreme cases could mean there was an attacker on the loose. And they don't play it on the highway, you dumbforget - it's on TVs, and if it was on your radio, it would only be that loud because you made it that loud. And don't act like Japan never got these warnings. I'm sure they have their own variant of the EAS.

That's because they underestimated the proportions (talking about Katrina.) They didn't sit there, they looted, they screamed and ran for their lives, same thing happened in Japan.
