I checked with logs, and there is a normal progression of players joining up until the max, 32.

It's accidental...
He's not shutting down the server because he's trolling everyone with it being up.
It may have been accidental to begin with, but now he's not taking the server down on purpose.
Then he should take it down and not piss everyone else.

Yup,

Badspot will notice it and remove it from the master server if anything.

Someone should just link him this thread over steam, and if he refuses to shut it down or fix it or reboot and password it then we can blame him and if he fixes it then the problem will be solved.
